The applicant must have helped the victim reach a hospital within the Golden Hour, ensuring the victim’s survival.

Tangible Benefits
Provides a cash reward of ₹25,000 to individuals (“Rah-Veers”) who save the life of an accident victim by taking them to a hospital within the Golden Hour.
Selected “Rah-Veers” may be nominated for national-level awards by the Ministry of Road Transport and Highways (MoRTH).
The MoRTH Evaluation Committee selects the top 10 Rah-Veers nationwide, each awarded ₹1,00,000, a certificate, and a trophy at the National Road Safety Mission (NRSM) in New Delhi.
Each individual can be awarded a maximum of 5 times per year under this scheme.
Mode of Disbursement
The payment is made online directly to the beneficiary’s bank account through the Public Financial Management System (PFMS).
Frequency of Disbursement
One-time per eligible instance, up to a maximum of 5 instances per year.
Expected Time of Disbursement
The payment is processed within 1 month after the District Evaluation Committee’s approval.

Offline The Rah-Veer informs the police first, the police will verify details with the attending doctor and issue an official acknowledgment slip containing the Rah-Veer’s name, mobile number, address, location, date, time, and details of assistance. A copy of this slip is sent to the District Evaluation Committee and one to the Rah-Veer. If the Rah-Veer takes the victim directly to the hospital, the hospital must inform the local police station. The police then issue the acknowledgment slip as above. Composed of the District Magistrate, Superintendent of Police (SSP), Chief Medical Officer (CMOH), and Regional Transport Officer (RTO). Reviews and approves the cases on a monthly basis. Headed by the Principal Secretary (Home) with members including the Commissioner (Health), ADGP (Traffic and Road Safety), and Commissioner (Transport) as Member Secretary. Conducts quarterly reviews to ensure smooth implementation. After approval, the Transport Commissioner, Bhopal, processes the payment directly into the Rah-Veer’s bank account through PFMS. The Ministry of Road Transport and Highways (MoRTH) provides monthly reimbursement to the State Transport Department. Each year, up to three exceptional Rah-Veers are nominated for national awards.
