The applicant must be a resident of Uttarakhand.
The applicant must a married couple who has entered into either an inter-caste or an inter-religious marriage.
In the case of an inter-caste marriage, one spouse must belong to a Scheduled Caste.
In the case of an inter-religious marriage, both spouses must belong to different religions.
