Description
The scheme “Personal Accident Assistance Scheme” is implemented by the Uttarakhand Agricultural Production & Marketing Board under the Department of Agriculture, Government of Uttarakhand. The scheme aims to provide financial support and compensation to farmers, agricultural laborers, and Mandi laborers in Uttarakhand who suffer injury or death due to accidents while engaged in agricultural work or operating agricultural equipment.

Exclusions
• Accidents not related to agricultural activities
• Incidents occurring outside the jurisdiction of the Mandi Samiti.

Benefits
• Under the Mandi Act of Uttarakhand, farmers, agricultural labourers, and Mandi labourers working in Mandi areas regulated by the state, who are engaged in agricultural activities or the operation of agricultural equipment such as power equipment, digging or deepening wells and ponds for irrigation, using tractors for threshing or transporting produce, or performing other fieldwork are covered under the scheme operated by the Mandi Marketing Board through Mandi Committees. In case of physical injury or death resulting from an accident, the scheme provides them with compensation.

Eligibility Criteria
1. The applicant must be a resident of Uttarakhand.
2. The applicant must be at least 18 years of age to be eligible to claim compensation.

Required Documents
• Accident Report
• Claim Form – Fully completed and signed by the applicant, including thumb/fingerprint impression as applicable
• Certification by Authorities – If verified by village head or Panchayat members, all entries/signatures/thumb impressions must be certified by the Secretary/Chairman/Administrator of the concerned market committee
• Death Certificate (In the event of accidental death)
• Postmortem Report/Panchnama – Prepared by a doctor at the primary health center or district hospital
• Panchnama for Cremation, if applicable
• Medical Certificate (For injury or accident claims)
• Two color photographs (postcard size)
• Investigation Report – Prepared and attached by the Market Committee confirming the accident
• Other documents as required

A: An investigation is conducted by the individual submitting the report or a designated market committee employee within 15 days of receiving the report.

Q: How should the claim form be filled?
A: The claim form must be completely filled out, signed by the applicant, and include the left or right thumb impression. If thumbs are missing, other fingerprints as specified may be used.

Q: Who approves and sanctions the claim?
A: After scrutiny by the Secretary, the claim form along with recommendations is sent to the Chairman/Administrator for approval. The claim is also reviewed by Revenue Department officials before approval.

Q: How is the payment processed after approval?
A: Once approved, the claim form is sent to the Managing Director of the Uttarakhand Agricultural Produce Marketing Board. The Mandi Board prepares a draft of the claim amount in the claimant’s name and sends it to the concerned Mandi Secretary for payment.
