The primary objectives of the scheme include: 1. Enhancing brackish water shrimp and fish production in the state. 2. Improving the livelihoods and income of coastal communities through the promotion of brackish water aquaculture. 3. Increasing shrimp/fish exports from the State.

The scheme operates in the coastal districts of Odisha, following the provisions of the Coastal Aquaculture Authority Act (CAA) - 2005 and Amendment Act- 2023, CAA Rules- 2005, and Amendment Rules-2022.

Farmers and entrepreneurs in the coastal districts of Odisha are the primary beneficiaries of the scheme.

The subsidy is calculated and released based on the actual cost incurred by the beneficiary, subject to the maximum subsidy as specified under the scheme.

Subsidy assistance is granted at a rate of 40% on the actual cost of implementation for the General Category beneficiaries. For Scheduled Castes (SC), Scheduled Tribes (ST), Women, and Transgender categories, the subsidy assistance is higher at 60%. However, it's important to note that for PMMSY funds, the Transgender/PwD category shall not be considered for subsidy assistance.

The scheme will be implemented through a combination of bank finance and self-finance.

Training and skill development are essential components to generate awareness, disseminate farming technology, and attract stakeholders to the benefits of the scheme.

The Directorate of Fisheries may organize training programs at reputed institutions like CIFA/BWTC/FTI. Alternatively, training tasks may be entrusted to District/Zonal levels, along with fund provisions.

To be eligible for the scheme, the beneficiary should be a resident of Odisha and must possess identity and residential proof, including an Aadhaar Card.

The beneficiary must have requisite land free from all encumbrances to qualify for the scheme.

Yes, a beneficiary who has not availed assistance under this component is eligible for a subsidy for a maximum of up to 2.00 Ha water spread area.

Yes, a beneficiary who has availed a similar subsidy earlier for excavation of Brackish water ponds under different schemes of the Government of India or the State Government for less than 2.00 Ha water spread area is eligible to avail further subsidy for the balance area, with an overall maximum limit of up to 2.00 Ha under the scheme.

While availing subsidy, the beneficiary family will be considered instead of individual members of the family. One beneficiary family should not receive multiple benefits under one particular scheme. A family will not be eligible for subsidy under the same scheme if any of its members has received subsidy during the last three years.

Preference will be given for the selection of beneficiaries in cluster mode.

Interested persons shall apply for registration of new brackish water farms through Go-Sugam portal. In case of difficulty in applying through Go-Sugam portal the hard copy of CAA Form No. I (Annexure-V) for fresh registration along with the Scheme application form (Annexure-I) to be submitted to the AFO for processing and digitalization of the proposal.
