Description
The scheme "State Awards to Teachers" by the Directorate of Education, Government of Goa aims to celebrate the unique contribution of the finest teachers in the state and honor those who have improved the quality of school education and enriched students' lives. Through this scheme, ten state awards consisting of ₹100,000 and a citation each are provided to teachers across different categories including Primary, Secondary, High School Headmasters, and Higher Secondary levels. The applications for this scheme are accepted by hand or email. The scheme is implemented through a two-tier selection process involving District and State Selection Committees.

Eligibility Criteria
1. School teachers, special educators, and Heads of Schools working in recognized government or aided primary/middle/high, and secondary schools. In-service teachers shall have to fulfil the required academic and professional qualifications as per cadre for the State Award to Teachers.
2. The retired Teachers are not eligible for State awards. In-service teachers shall have to complete at least 5 years of regular teaching service as of 30th June 2019 after probation in the State of Goa only and are eligible for the State Award to Teachers.
3. Those teachers who are due for retirement for the year to which the State Awards relate are not eligible for State Awards to Teachers.
4. In case, no sufficient, suitable and eligible teacher/ Head of the Institution/Special Educator is available in that particular category, then it shall not be binding on the government to grant an award.
5. The teacher/Head of School should not have indulged in tuition.
6. Only regular Teachers and Heads of Schools will be eligible.
7. Contractual Teachers, Para teachers, part-time instructors and NSQF instructors will not be eligible.
8. There shall be no vigilance /criminal case pending against the applicant.

A: Recommendations are done as follows:

Government Secondary & Higher Secondary Schools: by the Head of the Institution.
Government Primary Schools: by the Assistant District Educational Inspectors of respective Talukas.
Principals/Headmasters of Government Schools: by the DDE of the concerned zones.
Aided Schools: by the Chairman of the Managing Committee.

Q: What is the evaluation process for the applications?
A: The evaluation process includes two criteria:

Objective criteria (20% weightage)
Performance-based criteria (80% weightage), including initiatives to improve learning outcomes, innovative experiments, organization of extra-curricular activities, use of Teaching Learning Material, etc.

Q: What is the role of the District Selection Committee (DSC)?
A: The DSC is responsible for the initial scrutiny of applications, physical verification of information, evaluation and marking of applicants, and shortlisting candidates. The DSC is chaired by the Deputy Director of Education and includes the District Education Officer and a reputed academician nominated by the Collector.

Q: What is the role of the State Selection Committee (SSC)?
A: The SSC conducts a fresh assessment of nominations sent by the DSC, requiring nominees to make a presentation. The SSC selects the final awardees, ensuring the selection of 8 regular and 2 special category teachers.

Q: What should heads of schools do to inform teachers about the State Awards?
A: All heads of government and government-aided schools must inform teachers under their control about the State Awards to ensure eligible teachers can register for the awards.
