Description
The scheme "Haryana State Merit Scholarship Scheme" was launched by the Haryana Education Department, Government of Haryana, aims to provide financial assistance to meritorious students from economically weaker sections to pursue higher education. The objective of this scheme is to award Merit-cum-Poverty Scholarships to talented students from economically backward classes pursuing General University Education for Degree, Post-Graduate, and Doctorate courses. Students who pass the specified Public Examination from Punjab University, Kurukshetra University, or any other examining body notified by the awarding authority are eligible to apply under this scheme. Additionally, the students whose parents/guardians are the citizens of India and are domiciled in the Haryana State are eligible to apply.

Exclusions
• Students receiving other merit or merit-cum-means scholarships from any other source are not eligible.
• Students who fail to pass their annual promotion examination in the first attempt will forfeit the scholarship.
• Students found involved in political activities, unlawful acts, or disciplinary misconduct will lose their eligibility.
• Students who migrate to another institution or course without prior approval will have their scholarships revoked.

2. The applicant must have passed the qualifying examination from Punjab, Kurukshetra University, or any other recognized examining body.
3. The applicant must be enrolled in a recognized course in a higher education institution in Haryana or Chandigarh.
4. The applicant must have obtained at least a Second Division in the qualifying examination.
5. For Rural Area Merit Scholarships, the applicant must have secured at least 40% marks in Matric/Higher Secondary (Final)/Pre-University Examinations.
